Solutions 71 is seeking a Senior IT Project Manager / Site Lead to support and provide Information Systems (IS) operational and technical services for the Maritime Operations Center (MOC) and the T-JFMCC at the U.S. Pacific Fleet Headquarters, HI. Various CPF technical and operations services to CPF, MOC and T-JFMCC will be provided in accordance with DoD security, governance and technical policies, and maintenance support of a range of specialized equipment requiring a service level agreement (SLA) for minimal downtime to avoid impacting operations.
Specific Duties / Tasks (include, but not limited to):
- Act as site lead and designated alternate for management of contract employees. Work with the COR and corporate management team to resolve most daily issues.
- Provide Next Generation Enterprise Network (NGEN) program management support services to Government leads at CPF HQ and subordinate commands for the operational transition of the NMCI Next Generation Enterprise Network (NGEN) contract and the Naval Enterprise Network (NEN) to the NGEN-Recompete
- Work with other Contractors, military, and Government employees in CPF and the CPF-AOR with the execution and Continual Service Improvement (CSI) of NGEN services.
- Provide written recommendations (on average 2 times monthly) to CPF N66 management on the development and maintenance of internal CPF policy and guidance governing execution of NGEN.
- Provide CPF with data and analysis (on average 8 times monthly) that may lead to the development and maintenance of program resource, decision, and milestone tracking, data and trend analysis, status reporting, and preparation and review of CPF NGEN contract deliverables.
- Provide recommendations via informal reports (that average 4 monthly) for the review of NGEN and NEN program draft guidance with regard to Information Technology Infrastructure Library Information Technology Service Management (ITIL/ITSM) standards and the Fleet’s operational requirements
- Provide a technical review of Government requirements for NGEN and follow-on contracts to identify CPF requirements for compliance
- Develop, document, coordinate, and maintain standardized NMCI NGEN business processes for consistent implementation across the Fleet. The Contractor shall develop and maintain weekly an internal standardized NGEN business process handbook.
- Provide weekly status report
- Travel for technical conferences is required twice per contract period of performance
Requirements:
- 6+ years of project management experience.
- Current Information Technology Infrastructure Library (ITIL) V3 Foundation certification
- Current Project Management Professional (PMP) certification
- Project management experience with Department of Defense contracts supporting the US Navy with the Navy-Marine Corp Intranet (NMCI) with site integration and sustainment.
- Recent experience working with the NMCI/Next Generation (NGEN)/Navy Enterprise Networks (NEN) Program Office in the implementation and sustainment of Enterprise processes and procedures.
- Experience with NMCI Continuity of Services and NGEN contract transitions to include experience resolving issues and contractual discrepancies.
- Experience with the NMCI/NGEN/NEN Program Office in the implementation, transition and sustainment of Enterprise processes and procedures
- Knowledge of COMPACFLT’s N6 internal business practices preferred
- Must have the ability to integrate across organizational boundaries to implement COMPACFLT’s strategic vision.
- Must possess an Active Secret Clearance
