Solutions 71 is seeking a Senior Information Engineer / Portfolio Management and Enterprise Initiatives to support and provide Information Systems (IS) operational and technical services for the Maritime Operations Center (MOC) and the T-JFMCC at the U.S. Pacific Fleet Headquarters, HI. Various CPF technical and operations services to CPF, MOC and T-JFMCC will be provided in accordance with DoD security, governance and technical policies, and maintenance support of a range of specialized equipment requiring a service level agreement (SLA) for minimal downtime to avoid impacting operations.
Specific Duties / Tasks (include, but not limited to):
- Portfolio Management and Enterprise Initiatives
- Provide IT project management and technical expertise to CPF in matters pertaining to Navy IT portfolio management requirements and Navy IT efficiency initiatives (e.g. portal consolidation, help desk consolidation, application rationalization, internal use software (IUS)).
- Research, report significant issues, and provide recommendations (on average twice a month) on courses of action to meet CPF’s requirements. Provide recommendations of strategic guidance, solution determination, integration planning, dependency analysis, and risk management.
- Track resources monthly, establish project baselines, and schedule changes related to IT projects to provide CPF with complete and accurate information for CPF to clearly address CPF management and CPF-AOR questions, concerns, or status reporting.
- Produce Federal Information Security Management Act (FISMA) status reports
- Review up to 2,000 NAV-ITAS ITPRs for compliance with Navy, DoD, and Federal policies and standards and make recommendations to approve or disapprove those requests in accordance with established guidance
Requirements:
- Recent administrator/lead experience with DoD Information Technology Portfolio Repository for the Department of Navy (DITPR-DON).
- Recent DON IT project management experience in the area of portfolio management within the last 3 years
- Recent hands-on experience with submitting/managing Navy Information Technology Approval System (NAV-ITAS) Information Technology Procurement Requests (ITPRs) and NAV-ITAS processes and policies.
- Recent (within the last 2 years) of hands-on experience with managing IT systems in the DON enterprise solutions/databases such as DON Applications and Database Management System/DoD IT Portfolio Repository for the Department of Navy (DADMS/DITPR-DON) with an emphasis on Federal Information Security Management Act (FISMA) compliance
- Verbal and written communication skills necessary to clearly communicate with the Echelon I enterprise solutions point of contacts (POCs), CPF management, peers, and customers
- Ability to self-direct, work solo or collaboratively in a team environment while maintaining a professional and courteous manner in difficult situations
- Expertise with Microsoft Office (i.e., Excel, Word, PowerPoint) and Microsoft Visio
- Must have the ability to integrate across organizational boundaries to implement COMPACFLT’s strategic vision
- Must possess an Active Secret Clearance
